Some Oklahoma cities ask homeowners to register their storm shelters with emergency management or 911 services. Registration policies vary by location and are handled entirely by local agencies. Sprague’s Backhoe does not register shelters or manage registration records.

Sprague’s Backhoe does not maintain a storm shelter registry and we do not register shelters on behalf of homeowners.
Storm shelter registration is handled by your local city, fire department, or county emergency management office. If you need to register a shelter, you must contact the appropriate department directly.
We are an installation contractor. We do not maintain a database of storm shelter locations and we cannot register shelters that we did or did not install.
What Is Storm Shelter Registration?
Storm shelter registration is a voluntary or city-required process that lets local emergency responders know a shelter is located on your property.
This information may help first responders:
- Know a shelter is on site after a tornado
- Check specific addresses after severe damage
- Locate below-ground shelters more easily
Registration is not the same thing as a permit.
Is Registration Required in Oklahoma?

- Strongly recommend registration
- Offer optional online registration forms
- Maintain lists through emergency management offices
Other areas:
- Do not offer a formal registry
- Leave it up to homeowners
In most rural areas outside city limits, there is no city-managed registration system. Instead, storm shelter registration is typically handled through the local fire department or county emergency management office.
If you live outside city limits, contacting your county emergency management department or nearby volunteer fire department is usually the best place to start.
Above-Ground vs. Below-Ground Registration
Some cities focus registration efforts on below-ground shelters because they are not visible from the street.
Above-ground storm shelters are typically easier to identify, but some homeowners still choose to register them if a system is available.
Sprague’s Backhoe installs both above-ground and below-ground storm shelters that are designed to meet and exceed FEMA guidelines. If your city or county offers registration, we recommend taking advantage of it.
